Class Concept
Seasoned professional level in the purchasing occupation under general direction of the Purchasing Manager requiring thorough knowledge of purchasing policies and procedures for procurement in order to direct the procurement and distribution of agency equipment, supplies and services for all county agencies. Performs the material and substantial duties of the classification more than 50% of the time.

Job Duties
Coordinates the procurement and distribution of goods and services for all assigned county agencies, identifies potential suppliers, issues request for quotes, analyzes highly technical bids, selects optimum bidder, issues purchase orders, conducts follow-up and expedites delivery, reviews requisitions, researches products and writes bid and joint-bid (with other communities) specifications for complex and technically-oriented purchases, resolves problems regarding deliveries, assemblies and incorrect shipments and invoices, maintains inventory and budget control, writes, reviews (other department/agencies requisitions and bid specs) and approves bid specifications, assists assigned departments agencies with development of purchasing planning procedures and development of specifications best suited for requirements, reviews and approves purchase requisitions and purchase orders for accuracy, completeness, and compliance with required purchasing bids and directives, oversees evaluation of bids/RFPs.

Coordinates countywide procurement projects (implementations, solicitations, procurement planning, etc.) as assigned by Purchasing Manager. Able to run data reports and analyses relating to procurement and contracting functions for all assigned and non-assigned County department agencies. Ability to interpret data and make procurement related recommendations to assigned department or Purchasing Manager.

Participates and conducts procurement training processes and software requirements. Attends external vendor recruitment seminars, vendor fairs, or other procurement related events requiring representation. Must maintain procurement best practice knowledge, keep abreast of market trends, changes in business practices of the assigned department markets, incoming vendors to the market or changes in the offerings of the current marketplace vendors.

Minimum Class Requirements
Must have current valid driver’s license. Bachelor’s Degree in Business Administration or related area and 3 yrs. experience as a purchasing agent or buyer -OR three (3) years experience and certification as a Certified Professional Public Buyer (CPPB) or Certified Public Purchasing Officer (CPPO) or Certified Professional in Supply Management (CPSM) – OR alternative, equivalent evidence of the Minimum Class Requirements.
